This website (http://webrichtlijnen.overheid.nl/) is just fabulous. It's maintained by the Dutch government and contains just about everything an information analist, webdeveloper and tester ever wanted or needed to know on webstandards. It'll take you the good part of a week to get through all the information, but then again not all's important to everyone. It's organised in a simple yet easy to find way, and crosslinks are abundant. Furthermore there are many external links to reference material and/of other similar articles/examples.
Saving the best for last: it's continuously updated ;-)

There are more people out there - lots actually - writing on webstandards. I felt the need to comment on two articles, one by Keith Robinson and one by Veerle, mentioning the great online webstandards library the Overheid.nl has provided. Maybe other Dutch-speaking b/cloggers will find it and make good use of it!
